In particular, it describes the significant role t...hat organizational cultures have played in shaping what is valued by controllers about their work and its role as a filter in enabling or constraining conscious inquiry. The premise of the book is that informal learning is just as important in shaping what people know and value about their work and that this area is frequently overlooked. By using an interpretative research approach, the book highlights the ways in which the social structure of work organisation, culture and history interweaves with learning work to guide and shape what is regarded by controllers as important and what is not. It demonstrates how this social construction is quite different from a top-down corporate culture approach. Technological and organizational reform is leading to changes in work practice and to changes in relationships between workers within the organization. These have implications for anyone wishing to understand the dynamics of organizational life. As such, this study provides insights into many of the changes that are occurring in the nature of work in many different industries. Previous research into learning in air traffic control has centred largely on cognitive individual performance, performance within teams or more recently on performance at a systems level. By tracing the role of context in shaping formal and informal learning, this book shows why interventions at these levels sometimes fail.

              The Communication, Navigation and Surveillance (CNS) systems provide air traffic controllers with the information necessary to ensure the specified separation between aircraft and efficient management of airspace, as well as assistance to flight crew for safe navigation. However,... the radar systems that support air traffic management (ATM), and in particular air traffic control (ATC), are at their operational limit. This is particularly acute in the provision of the ATC services in low altitude, remote and oceanic areas. Limitations in the current surveillance systems include unavailability of services in oceanic and remote areas, limited services during extreme weather conditions, and outdated equipment with limited availability of spare parts to support system operation. These limitations have resulted in fatal accidents. This book addresses the limitations of radar to support ATC in various operational environments, identified and verified by analysing five years of safety data from Avinor, the Air Navigation Service Provider (ANSP) in Norway. It derives a set of taxonomy and from this develops a causal model for incident/accident due to limitations in the surveillance system. The taxonomy provides a new method for ANSPs to categorize incidents while the causal model is useful for incident/accident investigations. The book also provides theoretical justifications for the use of Automatic Dependent Surveillance Broadcast (ADS-B) to overcome the limitations of radar systems and identify areas of improvements to enable seamless ATC services. Written in a style that makes it accessible to non-specialists, Aircraft Surveillance Systems will be of interest to many in the field of aviation, particularly ATM, safety and accident/incident investigation. It will also offer a useful reference on this vital topic for air traffic management courses.

              When starting new airlines in response to government deregulation, entrepreneurs in the U.S. and Europe reduced some traditional service qualities (to reduce costs), concentrated on non-stop services between city pairs not already so connected, improved on-time performance, and o...ffered low fares to win leisure travelers from the incumbents and to encourage more travel. In recent developments, some of the new airlines have offered optional extras (at higher fares) to attract business travelers and entered major routes alongside the legacy carriers. Within both the U.S. and Europe, deregulation removed most geographical barriers to expansion by short-haul airlines. Later, limited deregulation spread to other world regions, where many short-haul routes connect city pairs in different countries, and where governments have retained traditional two-country mechanisms restricting who may fly. To gain access to domestic routes in other countries, some new airlines are setting up affiliate companies in neighboring countries, with each company legally controlled in the country of domicile. With air travel growing strongly, especially in Asia, a common result is intense, but potentially short-lived, competition on major routes. The recent developments give clear signposts to likely mid-term outcomes, and make this an opportune time to report on the new-airline scene.
