For the last two decades, major Asian economies have successfully kept their economic growth momentum going. Now, as these economies are entering a new phase of economic growth, more attention is being paid to their respective states of social development, especially the provisio...n and the expansion of social security and, in particular, health care. Academic study of the development of health care in developing countries has been for the most part neglected by the literature, and in-depth country case studies that are directly comparable on a one-to-one basis have not yet been conducted in a systematic manner. This book volume also proposes a new stance on health policy and health care policy paradigm, one that focuses on saving lives from premature death, as well as illness, accidents, misery and poverty, based on the normative theory of Developmental Social Policy (DSP). This pathbreaking book will therefore serve as a valuable reference volume for health policy, social policy and public policy experts, social development experts, health and development economists, health sociologists, social workers, government administrators, as well as other medical and health professionals and academics.

This book addresses the global need for more comparative studies on health policy and health care systems, given the rise in recent decades of societal aging, modern mass diseases, economic globalization, and resulting permanent fiscal austerity of governments which have fundamen...tally altered the status quo of health care systems. The book examines the healthcare experiences of the most developed countries in Asia (Japan, South Korea, Taiwan and Singapore) and compares these with four of the most important health care systems in Europe (UK, France, Germany and Italy). Focusing on the public health care systems the contributors discuss the rising need for reforms in health care and health insurance administration, delivery systems, financing and overall health care policy strategies, particularly in fast-aging societies in Asia, and highly aged societies in Europe. This book will appeal to students and scholars of health care policy, health and social administration, social policy, public policy and social work. It will also provide a reference for professionals who need a view of the trajectory of public health financing in relation to changed and changing demographics and disease patterns.

But the quest for e-g...overnment opens up a range of issues - whether to take a "big bang" or an incremental approach to computerization, how to deal with security and privacy concerns, how to reconfigure the machinery of government to fit ICT practices - and decisions - hardware and software procurement, software architecture, access by whom to what. The spending of public money is always intriguing and perhaps money spent on ICT has been the most intriguing of all, with some spectacular failures costing millions. This book is written for a general audience and takes a critical look at policies, problems and prospects for e-government in a series of case studies. Why have ICT failures in the public sector occurred and what lessons do they provide for the future?

Democratic Governance & Health: Hospitals, Politics and Health Policy in New Zealand

Democratic Governance & Health: Hospitals, Politics and Health Policy in New Zealand (Trade Paperback / Paperback)

By Laugesen, Miriam J.; Gauld, Robin

New Zealand is the only country in the world where elected health boards have long been a core feature of the health care system. These boards are conceptually important and aspirational for policy-makers and communities across the world grappling with issues of how to increase p...ublic participation in health care. The influence of the district health boards is vast. In 2011, they were responsible for much of the $12 billion in public expenditure directly funded by taxpayers via the Ministry of Health. They also made all major decisions as to how health services were configured in the areas they serve, including which services were to be funded, and for whom and where they should be located. This book traces the development of New Zealands elected health boards, from the 1930s to the present District Health Board structure, analysing the history of democratic governance of health care, how boards have functioned, the politics surrounding their reform, and the idea of local democracy in health care decision-making. Based on extensive primary research, it assesses the capacity of elected boards to effectively govern the allocation of public expenditure on behalf of taxpayers and patients. Are there alternatives to the existing District Health Board model? How might the electoral model be improved upon? The concluding chapter provides some suggestions.
