As tensions between China and Japan increase, including over the disputed islands in the East China Sea, Japan has adopted under Prime Minister Abe a new security posture. This involves, internally, adapting Japan's constitutional position on defence and, externally, building str...onger international relationships in the Asia-Pacific region and more widely. This book presents a comprehensive analysis of these developments. It shows how trust and co-operation with the United States, the only partner with which Japan has a formal alliance, is being rebuilt, discusses how other relationships, both on security and on wider issues, are being formed, in the region and with European countries and the EU, with the relationships with India and Australia being of particular importance, and concludes by assessing the likely impact on the region of Japan's changing posture and new relationships.

Barack Obama's rebalancing or pivot strategy, intended to demonstrate continued US commitment to the Asia-Pacific region in a variety of military, economic, and diplomatic contexts, was launched with much fanfare in 2011. Implicit in the new strategy is both a focus on China - en...gagement with, and containment of - and a heavy reliance by the United States on its existing friends and allies in the region in order to implement its strategy. This book explores the impact of the new strategy on America's regional friends and allies. It shows how these governments are working with Washington to advance and protect their distinct national interests, while at the same time avoiding any direct confrontation with China. It also addresses the reasons why many of these regional actors harbour concerns about the ability of the US to sustain the pivot strategy in the long run. Overall, the book illustrates the deep complexities of the United States' exercise of power and influence in the region.

              South Asia's Nuclear Security

South Asia is often viewed as a potential nuclear flashpoint and a probable source of nuclear terrorism. But, how valid are such perceptions? This book seeks to address this question and assesses the region's nuclear security from two principal standpoints. First, it evaluates th...e robustness of the Indo-Pakistani mutual deterrence by analysing the strength and weaknesses of the competing arguments regarding the issue. It also analyses the causes and consequences of nuclear arms race between India and Pakistan, the nature of deterrence structure in the region and the challenges of confidence building and arms control between the two countries in order to assess the robustness of South Asia's nuclear deterrence. Second, it assesses the safety and security of the nuclear assets and nuclear infrastructure of India and Pakistan. The author holds that the debate on South Asia's nuclear security is largely misplaced because the optimists tend to overemphasise the stabilising effects of nuclear weapons and the pessimists are too alarmists. It is argued that while the risks of nuclear weapons are significant, it is unlikely that India and Pakistan will give up their nuclear arsenals in the foreseeable future. Therefore, what needs to happen is that while nuclear elimination should be the long-term goal, in the interim years the two countries need to pursue minimum deterrence policies to reduce the likelihood of deterrence failure and the possibility of obtaining fissile materials by non-state actors.

This book explores the very latest developments in the South China Sea maritime dispute. It examines the South China Sea as an arena for geo-strategic competition between China and the United States and why the dispute is so important for regional and global geopolitics. It outli...nes the most recent developments in the sea itself, and assesses the role of ASEAN and the current views of the contesting claimants. It considers the position of countries from outside the region, India as well as Japan, surveys military and naval developments, and examines confidence building, preventive diplomacy and dispute resolution measures. The book concludes by highlighting the points of greatest risk and by discussing how the situation is likely to develop going forward.

Examining the prospects for building a regional community in Northeast Asia, this book considers the foreign policies of the individual states as well as the impact of domestic politics on the regionalist agenda. It outlines the emerging Northeast Asian community and the domestic... requisites for its evolution and realization, and puts it in context by comparing the emerging community with Southeast Asia. The book investigates the attitudes of the key powers, including China, Japan, South Korea, North Korea, Russia and the US, towards the ideal of greater regional cooperation, with particular emphasis on the implications of domestic factors in each country for regional dynamics. It explores the North Korean nuclear crisis, the continuing tensions over the Taiwan Straits, the impact of Sino-Japanese rivalry, the shift in stance of South Korea towards North Korea since 2001 and its implications for its relationship with the US, and Putin's attempts to strengthen Russian influence in the region. It concludes by identifying the foremost dangers that risk obstructing greater regional cooperation, particularly the China-Japan rivalry, nationalist sentiments, territorial disputes and energy competition.

Studies of the escalating tensions and competing claims in the South China Sea overwhelmingly focus on China and its increasingly assertive approach, while the position of the other claimants is overlooked. This book focuses on the attitude of Vietnam towards the South China Sea ...dispute. It examines the position from a historical perspective, shows how Vietnam's position is affected by its wish to maintain good relations with China on a range of issues, and outlines how Vietnam has occasionally made overtures to both the United States and Japan in order to bolster its position, and considered the possibility, so far resisted, of taking China to formal arbitration under the auspices of the United Nations Convention on the Law of the Sea. The book concludes by assessing the future prospects for Vietnam's position in the dispute.
