This book examines the evolving multilateral security arrangements in East Asia, with a focus on the role of the Association of Southeast Asian Nations (ASEAN). It explores the function and relevance of ASEAN in East Asia's emerging institutional security landscape. These issues ...have direct implications for the future of the ASEAN Security Community, the relevance of the ASEAN cooperative model to wider regional arrangements, and finally, for the further institutionalization of great power relations within these multilateral structures. The book highlights ASEAN's successes and shortcomings. It also considers ASEAN-led institutions in the wider region and goes on to analyse alternative approaches to regionalism, including the China-Japan-South Korea Trilateral Summit. Overall, it assesses how the various initiatives are likely to develop, concluding that ASEAN, despite its shortcomings, is likely to continue to play a key role.

The North Korean nuclear threat has created an enormous amount of apprehension in the international community in recent years. In 2003, the Six Party Talks brought together the US, China, Russia, Japan as well as South and North Korea to negotiate a multilateral resolution of thi...s nuclear issue. This book examines this multilateral attempt, and will look at the Six Party Talks as a study of multilateralism, differentiating it from empirical studies on the Korean peninsula. The author discusses the positions of the major players in regard to the Korean Peninsula in terms of their views of multilateralism and their willingness to commit themselves to it. The book goes to question why multilateralism failed to achieve its stated purpose in this instance, and examines how this failure can be resolved in the future.

The South China Sea has long been regarded as a major source of tension and instability in East Asia. Managing the risk of possible conflict over disputed claims in the South China Sea has been a significant challenge for regional relations. This book explores international polit...ics and security in the South China Sea. It outlines the history of the South China Sea disputes, and the efforts that have been made to resolve these, assessing the broader strategic significance of the region for major geopolitical powers. In addition, new challenges have emerged of resource management, environmental protection, and most recently, of the security and safety of shipping against the threats of piracy and maritime terrorism. The book discusses the convergence of traditional and non-traditional security issues now appearing to provide a basis for co-operation in the South China Sea. It shows how the challenge of establishing co-operative relations is now being met, largely through agreement between the Association of Southeast Asian Nations (ASEAN) and China in 2002 on the Declaration on the Conduct of Parties in the South China Sea, and a range of recent measures for functional co-operation.

This book demonstrates how the Yoshida Doctrine, named after the Japanese Prime Minister who in 1951 negotiated with the United States the end of the post-war Occupation, has continued since 1951, and continues still, in modified form, to be the foundation of Japan 's security po...licy. It shows how the aim of Yoshida was to ensure Japan 's security at minimum cost, so that resources and the energy of the Japanese people could be concentrated on economic reconstruction and development, and how this was achieved by the asymmetric alliance with the United States, which shifted the burden of defending Japan to the United States, and by the peace clause Article 9 of the Japanese constitution, which prohibits the possession of armed forces. The book argues that the Yoshida Doctrine has been remarkably successful in achieving what it set out to achieve, and remarkably flexible, being adapted following the end of the Cold War to fit new circumstances. It discusses how the Yoshida Doctrine and Japan 's security policy have been formed as much by domestic issues and debates within Japan as by external threats and the need to counter them, and it assesses how the Yoshida Doctrine has led to Japan being a very passive player in international relations, reluctant to take on the more proactive role demanded of Japan by the United States in recent decades, and increasingly dependent on the United States, despite Japan 's potential for self-assertion.

As tensions between China and Japan increase, including over the disputed islands in the East China Sea, Japan has adopted under Prime Minister Abe a new security posture. This involves, internally, adapting Japan's constitutional position on defence and, externally, building str...onger international relationships in the Asia-Pacific region and more widely. This book presents a comprehensive analysis of these developments. It shows how trust and co-operation with the United States, the only partner with which Japan has a formal alliance, is being rebuilt, discusses how other relationships, both on security and on wider issues, are being formed, in the region and with European countries and the EU, with the relationships with India and Australia being of particular importance, and concludes by assessing the likely impact on the region of Japan's changing posture and new relationships.

This book explores the very latest developments in the South China Sea maritime dispute. It examines the South China Sea as an arena for geo-strategic competition between China and the United States and why the dispute is so important for regional and global geopolitics. It outli...nes the most recent developments in the sea itself, and assesses the role of ASEAN and the current views of the contesting claimants. It considers the position of countries from outside the region, India as well as Japan, surveys military and naval developments, and examines confidence building, preventive diplomacy and dispute resolution measures. The book concludes by highlighting the points of greatest risk and by discussing how the situation is likely to develop going forward.
