For all their spectacular growth figures, India and China still face an arduous task of lifting a hundred million citizens out of poverty and creating jobs for the uncountable laborers that flock to their cities. Both powers hope trade and investment will sustain national unity. ...For the first time, Jonathan Holslag identifies these objectives as new sources of rivalry and argues that India and China cannot grow without fierce contest. While recognizing that both countries wish to maintain stable relations, Holslag shows that if they succeed in implementing their economic reforms, complementarity will dilute and give way to conflict. This rivalry is already becoming tangible in Asia as a whole, where shifting patterns of economic influence have altered the balance of power, leading to shortsighted policies that undermine regional stability. Holslag also demonstrates that despite two decades of peace, mutual perceptions have become hostile, and a military game of tit-for-tat is diminishing the prospects for a peaceful rise. Holslag therefore refutes the notion that development and interdependence lead to peace, and he does so by embedding rich empirical evidence within broader debates about international relations theory. His book is down-to-earth and realistic. At the same time, it takes into account the complexities of internal policy making and reveals the complicated interaction among the economic, political, military, and perceptional levels of diplomacy.

Dams and Development in China examines the water-management decisions faced by Chinese leaders and their consequences for local communities. Focusing on the southwestern province of Yunnan--a major hub for hydropower development in China--Bryan Tilt travels from the halls of deci...sion-making power in Beijing to Yunnan's rural villages, exploring the contrasting values of government agencies, hydropower corporations, NGOs, and local communities and their link to longstanding cultural norms about what is right, proper, and just. He also considers the strategies these groups use to influence water-resource policy, including advocacy, petitioning, and public protest. Drawing on a decade of research, Tilt illuminates whether the world's most populous nation will adopt greater transparency, increased scientific collaboration, and broader public participation as it grows economically.

From the founding of the Ming dynasty in 1368 to the start of the Opium Wars in 1841, China has engaged in only two large-scale conflicts with its principal neighbors, Korea, Vietnam, and Japan. These four territorial and centralized states have otherwise fostered peaceful and lo...ng-lasting relationships with one another, and as they have grown more powerful, the atmosphere around them has stabilized.Focusing on the role of the tribute system in maintaining stability in East Asia and fostering diplomatic and commercial exchange, Kang contrasts this history against the example of Europe and the East Asian states' skirmishes with nomadic peoples to the north and west. Scholars tend to view Europe's experience as universal, but Kang upends this tradition, emphasizing East Asia's formal hierarchy as an international system with its own history and character. His approach not only recasts common understandings of East Asian relations but also defines a model that applies to other hegemonies outside of the European order.

The Great Kanto Earthquake and the Chimera of National Reconstruction in Japan (Hardback)

In September 1923, a magnitude 7.9 earthquake and subsequent firestorms devastated nearly half of Japan's capital, killing more than 120,000 people and leaving two million homeless. Using a rich array of source material, J. Charles Schencking tells for the first time in English o...r Japanese the graphic tale of Tokyo's destruction, while explaining how and why the disaster compelled people to reflect on the state of urban, consumer society. He also examines how the unprecedented calamity encouraged many inhabitants to entertain new types of modernity as they rebuilt their world. Some residents hoped this catastrophe would lead to a grandiose, awe-inspiring new city; some pushed for more creative infrastructure to enable the state to better manage traffic. Others focused on rejuvenating society -- morally, economically, and spiritually -- to combat the perceived deterioration of Japan. Schencking explores the inspiration behind these dreams and the extent to which they were realized. He investigates why Japanese citizens of all walks of life responded to elite overtures for renewal with ambivalence, reticence, and, ultimately, resistance. Moreover, he examines how and why the earthquake rattled their deep-seated fears about modernity. His research not only sheds rare light on Japan's experience with and interpretation of the earthquake, it challenges widespread assumptions that disasters unite stricken societies, creating a blank slate for radical transformation. National reconstruction, Schencking demonstrates, proved to be illusive.

Beyond the Final Score: The Politics of Sport in Asia

Beyond the Final Score: The Politics of Sport in Asia (Hardback)

              By Cha, Victor D.

The Beijing Olympics will be remembered as the largest, most expensive, and most widely watched event of the modern Olympic era. But did China present itself as a responsible host and an emergent international power, much like Japan during the 1964 Tokyo Games and South Korea dur...ing the 1988 Seoul Games? Or was Beijing in 2008 more like Berlin in 1936, when Germany took advantage of the global spotlight to promote its political ideology at home and abroad?Beyond the Final Score takes an original look at the 2008 Beijing games within the context of the politics of sport in Asia. Asian athletics are bound up with notions of national identity and nationalism, refracting political intent and the processes of globalization. For China, the Beijing Games introduced a liberalizing ethos that its authoritative regime could ignore only at its peril. Victor D. Cha-former director of Asian affairs for the White House-evaluates Beijing's contention with this pressure, considering the intense scrutiny China already faced on issues of counterproliferation, global warming, and free trade.

In May 1998, India and Pakistan put to rest years of speculation as to whether they possessed nuclear technology and openly tested their weapons. Some believed nuclearization would stabilize South Asia; others prophesized disaster. Sumit Ganguly and S. Paul Kapur, offer competing... theories on the transformation of the region and what these patterns mean for the world's next proliferators. Ganguly begins with an outcome-based approach emphasizing the results of militarized conflict. In his opinion, nuclear weapons have prevented Indo-Pakistani disputes from blossoming into full-scale war. Kapur counters with a process-based approach stressing the specific pathways that lead to conflict and escalation. From his perspective, nuclear weapons have fueled a violent cycle of Pakistani provocation and Indian response, giving rise to a number of crises that might easily have spun into chaos. Kapur therefore believes nuclear weapons have been a destabilizing force in South Asia and could similarly affect other parts of the world. With two major interpretations sure to spark discussion and debate, Ganguly and Kapur confront every fact of an urgent issue that has profound regional and global consequences.

Green Innovation in China: China's Wind Power Industry and the Global Transition to a Low-Carbon Economy (Hardback)

              By Lewis, Joanna

Conducting an empirical study of China's remarkable transition to wind power and the possibility of replicating its model elsewhere, Joanna I. Lewis adds greater depth to a theoretical understanding of China's technological innovation systems and its current and future role in a ...globalized economy. Lewis focuses on China's specific methods of international technology transfer, its forms of international cooperation and competition, and its implementation of effective policies promoting the development of a home-grown industry. China could one day come to dominate global wind turbine sales, becoming a hub of technological innovation and major proponent of low-carbon economic change.
